Doh!

Surprising there aren't any orange barrels on the side of the road where the lane drops off... usually they're thick enough to walk on (at least in the States)

looks like there are some but they're spaced pretty far apart

They were probably trying to make a left hand turn or thought they would just go around the barrels on the wrong side of the road. :scratch:
