Ok I do have one question about the flyer though. what does only "boot" once or twice mean?

Heroin users are disgusting filthy desease bags and every time one of them exhales a polar bear loses a testicle.

The department of health knows that no matter what other agencies do heroin users are still going to be scampering along the streets. the issue is that these disgusting shitbags have a bad habit of spreading diseases\viruses and copies of Mein Kampf.

So what are they to do?

Here...take this you disgusting scumbag. Since the authorities are overwhelmed and can't lock you up...and we are not legally allowed to toss you into a fire...take this pamphlet. Hopefully it reduce the risk of you further stinking up the neighborhood.
