He's famous because he's been doing standup for ~12 years and has been on Tonight Show, Letterman, etc. That Tosh.0 show is meh.

The TV show is a simple formula:
Show a mildy funny but usually entertaining 10 second video clip. Host has a usually funny, sarcastic line pertaining to the clip.
