Before you get all bent that charges weren't filed yet, I'd be willing to bet a dollar the DA is getting all their ducks in a row BEFORE charges are filed.

Don't want a simple clerical error to allow the guy to walk free.

He should have been arrested, and breathalyzed immediately.

Anything else is bullshit.

Charges can be added, amended.

I clicked for the full story this time. You may be correct with the friends bit but completely correct with the bullshit part.
