"Must meet yearly spend" + local contractors greasing palms = constant roadwork
Do a shitty job the cheapest way possible guarantees the road will turn back to shit within the next 12-24 months guaranteeing more work next year guaranteeing more federal\state dollars.

That certainly sounds about right. Almost every road on my commute to work has been redone in the past 3 years and they're already potholed to shit and crumbling. Had they taken just one extra step to seal the damn things and then seal again every 3-4 years, they'd probably still be fine. Grrr

Up here, the issue is the highways. Highway 401, right across Toronto, seems to have a constant rebuild going on. They start in the west end, work towards the east, then start it all over again when they get to the other side of the city. It's been decades since the last time I was able to go right across the city, without hitting some kind of restriction due to roadwork.

Lolol. You should live in michigan! We use to have 2 seasons. Winter & road construction. Now winter isn't even sacred.

As a Project Engineer for roadway and bridge projects, I have had to have conversations VERY similar to the one in that video.
Unfortunately, that video is greatly dumbed down, misses a lot of points, and is basically full of buzzwords to get people's attention.
I'm not saying I disagree with all of it. It was entertaining though.
