It comes from second line parading.
A second line parade is where another group follows behind the main parade. Ever seen on TV where those random people twirling umbrellas are following behind a jazz band in a Mardi Gras parade? That's kinda what a second line is...
They are basically a second parade group behind who actually put together the parade.

They shoot each other all the time down there, this is nothing new. Hell, everyone remembers those idiots shooting at cops trying to rescue people after Katrina. Definitely a anti gun movement thing.

The best way to kill a stereotype is to stomp on the people who act in a way that perpetuates it, not allow them to hide in the general population by keeping your mouth shut.

Of course the same statement applies to the NOPD too. If I was black, poor, and living in NO I'd probably avoid getting on that corrupt organization's radar as well.
