Phone dialers?

There are websites out there that allow you to put somebody's number into the program and it will call them and make then listen to a message, if they hang up it calls back..

Anybody know the name to one of these??

Also, if I were to sign somebody up for some stuff, which proxy server would I use to not be tracked?
