Seems harmless to me in the sense that he just stares at him...Who cares?

After the light? Shia was in a right turn only lane. He cut in front of the person on the other side.

Where do you see that it's a right turn only lane? Even if it was, I would never swerve in front of someone so fast, without looking over my shoulder to confirm that he wasn't right there with me. For all he knew, Shia could have proceeded straight instead of turning.

Ah I see. Not sure why he thinks Shia is mad at him though. Shia is a rider himself.

I don't think he thought he was mad at him, he just thought it was weird. I added the angry part because of how creepy Shia is in the vid, lol.
