It is not that either. A representative democracy would be where a congressman finds out what the majority of the people of his state wants and votes that way. They would be bound by law to do so or there would be no point to elections. Just appoint someone to go up there and cast a vote. They campaign on certain platforms but once elected they are not bound to do "the will of the people".
We elect leaders to make decisions on what they feel are best but who are bound by the Constitution (like that means shit anymore).
