I am unclear how it works under the present Canadian system last worked there in the early 90s but if someone was in a situation where Detox staff was mandated to report their presence (Cop Surgeon Military or whatever) They may have used your ID to avoid being reported. If it were someone within the medical community that would explain how they had access to your ID numbers.
