Primarily because he's a reservist and his parent command probably doesn't give a fuck, and his deployed command is too busy to fact check. If they even know. He's been called on a couple of his douchebag plays, but not enough to even scratch the surface.
The other reason would be legalese. Is he a US Army combat instructor? No. But he does teach a "combat" class, and some soldiers do attend. So trying to prosecute him or NJP him would be problematic, and that's the case with most of his claims. Is he a "Close Quarters Combatives Group certified instructor?" Yes, but he probably either traded favors for or bought the certification, because the guy who runs the "CQCG" is just as shady (can also be found on the "Blocker Academy" list of instructors). And apparently trading / selling bogus martial arts certifications that are, in a strict legal sense, "valid", is a thriving industry.
