If you don't have one, get a $10 digital volt/meter from Sears. Set it to volts and check across the battery. Should read around 12 volts. Then hook up the charger. It should read around 13 and climbing.
If it's not charging the battery, put the clamps to the volt/meter. Should read around 12 volts. If nothing, something is disconnected in the charger. Unplug it and check the wires and clamps for resistance with the volt/meter. Then take it apart and check for a fuse. There's no moving parts so something probably came unsoldered or unclamped.
