Typically, that's what experience is, holding a position that is relevant to the field we are talking about. It doesn't hinge on her "style" or our opinion of her effectiveness. It's pure working in the field we are discussing. Yes, she had more experience than Barack and no stupid word manipulation will make that untrue.

You can measure experience by resume, that's all experience is, time held in a relevant position. Ability to perform the job is something else.
