Where else in western ND are oil workers expected to live? Bismark and Minot are the only cities where traditional apartment complexes are going to exist. The rest are just farming towns.
And BTW, what is the point of having city officials when there are only 100 people in your "city". Either petition to get annexed by an adjoining municiality, or ditch the place.
