Not sure on all of this, but manufacturers all inflate or deflate their numbers according to their desires.

They want to make the bike seem powerful to the masses but also want to fall under the right emissions regulations.

There are also various types of HP to report (SAE, etc.).

I wouldn't think that comparing a bhp claim of one manufacturer on their 600SS to another manufacturer's holds very much accuracy.
