'Normal' powdercoat is extremely durable IF it's cured properly - it sounds like you had an issue with a prior job? If that's true & your previous finish scratched easily, I bet they didn't get a proper cure (too low temp and/or not long enough).
Yea it's rated by how much salt it can take or something.... I had a bad job that yellowed and chipped. This guy has an incredible reputation here so I'm hoping for the best!
