I contacted the seller out of curiosity.

He bought it from a Harley dealer in Singapore, and says the MSO states "Off-Road Only", which is strange for a homoligation unit, but that's Harley for you...

The VR1000 was homologated somewhere in Eastern Europe like Czech or Poland where road legal requirements were low.
