The guy is just trying to make the point that illegals are a problem. I dont think they expect it to actually become a law, just to make headlines and get folks like us to talk about it.
I can't stand behind this law because it is way out there. And yes it is exactly what the original framer intended, that all their kids who were born in the US automatically became citizens. Now, I can also stand behind what smittie said about kids becoming wards of the state

Between government schools, government hand outs, and more we pretty much are already raised by the government. And yes we turn out fucked up dumbasses.
If the parents know that just becuase their kid is born in the US and becomes a citizen it doesn't mean they get to stay, I bet you'll see a lot less women coming across the border the minute they feel labor pains.

While Kavanagh is absolutely wrong about the intent of The Framers, where the concept of being born to citizenship is concerned, I think that it would be a reasonable accommodation to state that the parents must actually be in the country legally for the 14th Amendment to apply.
