I take it you didn't actually read the article.

From the page right before that:

That was even highlighted in the sidebar.

Numbers of fatalities (helmeted or not) in a state are meaningless without knowing the total population of riders. I don't understand why NHTSA never seems to put the important numbers in their charts...
