Does it matter what voltage is powering it when its a capacitor doing the discharging?

Amps do more damage than voltage. That's why those 50kV tasers or whatever don't kill you. They use small caps in these so they don't really do any damage. We use to charge some up and throw them to a buddy to give a good shock in lab.

That's what I was getting at. The cap is set for a certain amperage, right?

So, dump 20 volts or 20k volts and it still charges to, let's say 5ma?

Or, does the cap work as a storing resistor? The higher the e the higher the I because of r of the cap?

no, caps are a much more in depth device. read the wikipedia on it if you want more info

The two D cell powered one carries quite a wallop. When we packed the suburban for canada last spring, I put the bug zapper in the back. Unknown to me, the button was pushed in.

I grabbed it by the mesh to take it out and got zapped pretty good. My hand hurt all the way up to my shoulder
